Why Board of Directors Must be Certified

Florida condominium board certification is governed by Section 718.112(2)(d), Florida Statutes, and the rules were significantly strengthened by HB 1021 (2024) and HB 913 (2025). The short answer: every condo director must complete BOTH a written certification AND a DBPR‑approved education course within strict deadlines, or they are suspended from the board until compliant.

Florida Condominium Board Member Certification Requirements (2024–2026 law)

  • 1. Mandatory Written Certification Every newly elected or appointed director must submit a signed written certification to the association’s secretary stating: (1) They have read the Declaration, Articles of Incorporation, Bylaws, and current written policies, (2) They will uphold these documents, and (3)They will faithfully discharge their fiduciary duty.
  • 2. Mandatory Education Course (No more “honor system”) HB 1021 (2024) made the education course mandatory, not optional. Directors must complete a DBPR‑approved curriculum of at least 4 hours covering: (1) Milestone inspections, (2) Structural Integrity Reserve Studies (SIRS), (3) Elections, (4) Recordkeeping, (5) Financial literacy & transparency, (6) Levying fines, and (7) Notice & meeting requirements
  • 3. Deadlines to Comply Directors must submit BOTH the written certification AND the education certificate: Within 1 year before election/appointment, or Within 90 days after election/appointment. If they fail to meet the deadline, they are automatically suspended until they comply.
  • 4. Duration of Validity Condo director education certificates are valid for 7 years of uninterrupted service. Directors must complete at least 1 hour of annual continuing education on updates to Chapter 718.
  • 5. Course Can Be Taken Early A candidate may take the course up to one year before joining the board and submit the certificate immediately upon election.
