Who is UCO?

UCO is the United Civic Organization, Inc. of Century Village West Palm Beach. Its official website provides community information, forms, service resources, committee schedules, and Delegate Assembly materials. [1]

For a board, understanding UCO begins with the applicable agreements and governance documents. Review your association’s UCO-Association Bi-Lateral Agreement and related records to confirm responsibilities and authority.

Keep UCO, WPRF, and association roles clear

UCO’s resource page identifies WPRF as managing recreation facilities, classes, theater, and resident IDs. [2] Help residents identify the appropriate contact for their question.

OrganizationHow to clarify responsibility
Your condominium associationReview the declaration, bylaws, rules, board authorizations, and management contract.
UCOCheck current service instructions and the applicable association agreements.
WPRFCheck recreation-related documents and current facility procedures.
Property manager or vendorConfirm contracted scope, delegated authority, and reporting arrangements.

A simple contact sheet can reduce misdirected requests. Where responsibility is unclear, request written clarification and obtain professional advice as needed.

Make association representation reliable

UCO says associations should update the Delegate, Officer & CERT Contact Form after annual meetings and personnel changes and have an alternate delegate. The posted instructions require a sealed, printed form delivered in person by a board member; emailed or incomplete submissions are not processed. [2]

UCO posts Delegate Assembly agenda packages online. [3] Use them to prepare questions and identify items relevant to your association.

Before the assembly

Review the materials, discuss relevant matters with your board, and confirm who will attend and report back.

After the assembly

Share a concise report: decisions, questions, follow-up items, and any dates the board needs to track.

Use committees and community information

UCO’s committee page publishes meeting schedules for community matters. [4] Check the latest schedule and participation arrangements before attending.

The official homepage links to the UCO Reporter, bus schedule, community television, hurricane information, and volunteering resources. [1] Assign someone to flag information that needs board attention rather than expecting every director to track every channel.

Find the process that fits your task

For authority questions, use Who manages what? and the governing-document guide. A service contact list helps route a request; it does not determine ownership, maintenance responsibility or legal authority.

Board Synergy recommended practice

Prepare a request that is easy to act on

  1. Identify the task and authorized contact. Give the association name, your role and a reliable reply channel. Check the current form or service instructions.
  2. State the facts and requested next step. Include relevant dates, the affected service, prior contacts and the clarification or action requested. Avoid unrelated complaints.
  3. Check the submission requirements. Confirm required signatures, seal, attachments and delivery method. An interactive PDF does not necessarily mean electronic submission is accepted.
  4. Retain the submission and response. Record delivery date, acknowledgment or reference, who is handling it and any stated follow-up date.
  5. Complete the association’s part. Bring any needed decision to the appropriate board process, update affected residents and record when the matter is resolved.

Use a brief log: issue · date submitted · recipient · response · next action · responsible person · follow-up date. Keep sensitive personal information and account credentials out of routine public packets.

Coordinate separate steps. A UCO submission does not replace an association approval, a WPRF arrangement or a DBPR information update. The decision/action worksheet and DBPR guide can help track the work.

A practical plan for better cooperation

  1. Update contacts. Check your association’s delegate, officer, emergency, and manager information against current UCO instructions.
  2. Organize shared-service records. Keep agreements, current forms, relevant correspondence, and contact information together.
  3. Choose a board liaison. Define a coordinating and reporting role, with backup coverage. A liaison should not replace required board decisions or become the only director able to access relevant information.
  4. Report concerns with evidence. Include dates, service details, prior contacts, and the clarification or response requested.
  5. Prepare new owners. Provide a current welcome packet and explain whom to contact for common needs.
  6. Review community information. Put relevant delegate reports or service updates on the board’s work list.
  7. Close the loop. Record the response, assign any association action, and tell affected owners what happens next.

Example: a recurring bus-service concern. Gather dates, routes, and a factual description. Use the current feedback process, retain the submission, and report the response to the board and affected residents.

How Board Synergy can help

Board Synergy can help participating boards understand documents, prepare focused questions, organize follow-up, and share useful learning. A practical project is a common orientation checklist linking to UCO’s current forms and information.

For any joint presentation or resource, confirm the arrangement with UCO and agree on scope, responsibilities, and contact information before announcing it. Keep each organization’s role clear.

Common questions

Does UCO replace our board or manager?

Use the applicable agreements and documents to identify authority. Your board still needs to oversee its own decisions and delegated work.

Do UCO forms complete an association’s approval process?

Confirm the entire process. UCO’s resource page requires association signatures before it accepts purchase or rental applications. [2] Obtain advice about your association’s screening authority and legal obligations.

Should every director send separate instructions?

Agree on a clear contact and reporting process. Consistent, authorized communications help prevent conflicting requests.

Can we rely on an old form or schedule?

Check the official website or office before use. Service procedures and schedules can change.
