Mortgage project-eligibility standards.
What should your board know?

A plain-language guide to the January 2027 mortgage reserve change—and why it may matter when a Century Village owner sells or refinances.

What is changing?

For covered mortgage applications dated January 4, 2027, or later, Fannie Mae’s Full Review standard increases its minimum annual replacement-reserve allocation from 10% to 15%. This is a Fannie Mae lender criterion, not a universal association funding mandate. The lender must confirm the applicable review and any study alternative. [1]

This is a mortgage eligibility standard. It is not a new Florida law requiring every association to contribute the same percentage. Florida’s separate reserve obligations still apply. [4]

When a buyer or owner seeks a mortgage requiring the applicable project review, the lender evaluates the condominium association as well as the borrower. A financially qualified buyer can still encounter a financing problem if the project does not meet the lender’s requirements. [2]

Where does the 10%—and now 15%—factor in?

Start with annual budgeted assessment income

This is the money the association expects to collect during one year through owners’ regular association fees. The lender applies its calculation rules to that income. Certain exclusions are permitted, so the qualifying income base may differ from total collections. [2]

Simple example: Assume $100,000 is the assessment-income base used for the lender’s calculation.

Hypothetical lender-percentage arithmetic using an assumed $100,000 qualifying base—not a statutory funding requirement
Standard Calculation Annual contribution
10% $100,000 × 10% $10,000
15% $100,000 × 15% $15,000
Difference $15,000 − $10,000 $5,000

Across 26 equally assessed units, the additional $5,000 would be approximately $192.31 per unit annually, or $16.03 monthly. This is an illustration, not a prediction of your association’s increase.

The percentage measures the annual budgeted contribution to replacement reserves—not the existing reserve-account balance. Substantial savings already in the account do not, by themselves, establish that the contribution test has been met. [2]

Fannie Mae permits specified exclusions, including income allocated to reserve accounts, special assessment income, and certain utility collections. Have management or the accountant check the actual budget calculation; do not assume every dollar collected belongs in the denominator. [2]

Questions board members ask

If we collect $100,000, does $15,000 go to reserves?

Yes, if $100,000 is the qualifying income base and the percentage test applies. The 15% figure is a minimum for that test. Building needs, state obligations, or an applicable funding plan could require more.

Are all associations required to do this?

No. These are agency-specific lender/project-eligibility criteria applied through the relevant mortgage project-review process, with exceptions and alternative review routes. It does not replace Florida law or mean that every conventional mortgage has identical requirements. Ask the lender which review applies. [1] [3]

Do we wait until we know someone needs a Fannie Mae mortgage?

Waiting can leave an owner facing a problem during a sale or refinance. Boards cannot reliably predict when financing will be needed. Preparing the budget and records in advance helps preserve future financing options.

Our building is two stories. Does that exempt us?

Building height alone does not establish mortgage project eligibility. Ask counsel and the reserve professional which Florida SIRS duties apply to the particular building, and ask the lender separately which review requirements apply. State obligations and lending eligibility must be evaluated separately. [4] [1]

Can a reserve study provide an alternative?

For Fannie Mae’s lender review, a report alone is insufficient. The linked Selling Guide describes an acceptable study completed or updated within three years of project approval, addressing major common-area components, costs, useful lives, existing reserves, and funding needs. Its conditions also address actual funded reserves. [2]

Fannie Mae criterion—not a Florida statutory funding rule. LL-2026-03 (March 18, 2026), page 3, directs lenders using the reserve-study flexibility to verify that the budget includes the study’s highest recommended reserve allocation and excludes baseline funding. Its mandatory application-date trigger is August 3, 2026; earlier implementation is permitted. [1] Ask the lender to confirm the current rule, report acceptability, and application to the transaction; this page does not select an association’s required contribution.

Freddie Mac must be checked separately. Bulletin 2026-C (March 18, 2026), page 2, sets its enhanced study criteria for mortgages with Application Received Dates on or after August 3, 2026, permitting earlier implementation. Its FAQ explains the highest-recommendation and baseline-method restrictions but does not replace the Guide. [3] Have the lender identify the current Guide provision, project-review route, any available exception or waiver, and later guidance before relying on the study.

Keep the two reviews separate. Lender acceptance of a study does not establish compliance with Florida reserve law, and Florida compliance does not establish mortgage eligibility. Counsel and the reserve professional should address statutory duties; the lender determines transaction eligibility.

Does budgeting 15% guarantee mortgage eligibility?

No. The lender also reviews other project requirements, including applicable insurance, physical condition, and financial criteria. Meeting the reserve percentage is only one part of the review. [2]

What could this mean for Century Village?

For owners and buyers

Restricted financing could make some sales or refinances harder and reduce the pool of potential buyers. Cash owners can also be affected when future buyers have fewer financing options.

These are potential consequences—not a prediction that every association will lose financing or experience falling prices. The article that prompted this discussion identifies marketability risks but does not establish how many Century Village transactions would be affected. [5]

For association boards

Some associations may need higher contributions. Others may already meet the percentage or qualify through an acceptable study.

Current budgets, financial statements, reserve studies, and repair records help lenders evaluate the project. Plan around the association’s real needs as well as financing requirements.

Four steps before adopting the 2027 budget

  1. Calculate the percentage correctly. Ask the lender to identify its agency, review route, date trigger, and current calculation rules; have management or the accountant document the proposed-budget calculation.
  2. Check financing readiness. Ask a condominium mortgage lender to evaluate the applicable project review and any reserve-study alternative.
  3. Compare contributions with actual needs. Review major repairs, replacement costs, useful lives, and the association’s funding plan.
  4. Explain the figures to owners. Show the association-wide difference and the per-unit impact, using the allocation required by your documents.

A benchmark, not a complete funding plan

Fifteen percent does not prove that an association has enough reserves. A responsible plan reflects the buildings’ actual needs while helping preserve owners’ financing options.

Board Synergy Club can support preparation through education, shared checklists, and discussions with lenders and reserve specialists. Each association retains responsibility for its own decisions and professional review.

Board Synergy recommended practice

Prepare a lender-readiness file before a sale is urgent

Keep the adopted budget, assessment-income calculation, reserve contributions, current balances, financial reports, latest applicable studies, repair status, special-assessment decisions, and insurance information together. Assign someone to refresh the file and respond to lender questions.

Use the questionnaire response process to provide supported facts. A board should not certify that a project is eligible for every mortgage program; the lender makes the applicable determination.

Agency sources and date triggers must be checked separately.

These summaries do not certify coverage for a particular loan. Ask the lender to document the agency, program, project-review route, controlling date, current source version, any waiver or exception, and later amendments. Do not apply one agency’s terminology or decision automatically to the other.

Separate Florida and lender questions: a study designed to satisfy Florida SIRS obligations is not automatically acceptable for the mortgage reserve-study alternative. Ask the lender to evaluate the report, especially its funding methodology. See the SIRS explanation.

Fannie Mae Updates Reserve Guidelines

Lender reserve guidelines can raise important questions about condominium project eligibility and buyers’ financing options. Use this BrainyBoard program as a discussion resource when preparing questions about applicable review standards, reserve studies, budget documentation, and effective dates. Keep lender eligibility criteria separate from Florida statutory reserve obligations and the association’s own long-term funding plan.
