Some owners still work, share a home with another driver, or simply need two vehicles. A board can help them find a lawful arrangement while protecting assigned parking and keeping guest spaces available.
UCO has described Century Village as designed around one parking space per unit and has warned that resident second cars filling guest spaces can cause visitor shortages and code-enforcement issues. The actual right to use a particular space depends on the individual condominium’s documents and the status of that space. [1]
A reasonable promise to residents
“We will help you explore available lawful parking options and apply the same process to everyone. We cannot guarantee an additional on-site space.”
Five options a board can present
Start here
1. Voluntary use of another owner’s unused space
Invite owners who will be away or do not use their space to opt into a matching list. Require written, dated permission naming the two units, vehicle, plate, and end date. Review the declaration before treating an assigned-space arrangement as permitted; Florida law makes transfers of some exclusive-use rights subject to the declaration’s procedures. [2]
Only if available
2. A truly unassigned association-controlled space
Inventory the lot before promising one. If the documents and applicable approvals permit resident use, publish an objective waitlist, a time-limited permit, and renewal rules. Keep the space’s status and any charge under review with counsel.
Reliable fallback
3. Off-site parking
Offer a list of nearby commercial parking or vehicle-storage choices that residents can evaluate. An association or UCO could explore a negotiated arrangement, but only the property controller can grant access. Clarify security, insurance, overnight use, travel distance, and any gate procedure before recommending it.
Longer-term
4. Study more capacity
After counting demand and lawful spaces, ask a qualified professional whether restriping or a new parking area is feasible. Changes to common elements may require the declaration’s approval process, or the statutory vote where the declaration is silent, as well as government review. [3]
Personal choice
5. Reduce the need to park two cars on-site
Owners may choose a shared household car, carpool, transit, or another travel arrangement when these fit their work and health needs. These are alternatives to offer, not conditions for owning a second vehicle.
Preserve access
Keep guest spaces for their intended use
Do not quietly turn guest spaces into indefinite resident parking. Check the approved site plan, applicable code, posted rules, and any UCO policy before changing how a space is used. UCO has specifically cautioned associations about second cars in guest spaces. [1]

Safeguards for a fair parking program
Put these terms in writing
Which unit and vehicle may use which space, and for how long.
Who may withdraw permission and how notice is given.
Whether the owner who holds the space must be present or can be away.
How a waitlist, renewals, and any authorized charge work.
Who updates the association’s vehicle and contact records.
Check before acting
Do not reassign an owner’s exclusive-use space by board vote alone. Do not assume a gate barcode grants a parking right; UCO lists barcodes as a vehicle-access service. Avoid blocking fire lanes, accessible spaces, or circulation areas. Apply objective criteria consistently and review disability-related accommodation requests individually. [2][4]
Have association counsel review proposed fees, use agreements, enforcement terms, and any document amendment.
A practical board plan
Map. Record each space as assigned, guest, accessible, unassigned, or under someone else’s control. Confirm the approved plan.
Measure. Count second-car requests, unused assigned spaces, and seasonal changes. Ask residents for voluntary interest in sharing.
Review. Have management and counsel check documents and proposed written terms. Consult UCO or the property controller where appropriate.
Pilot. Start with a small opt-in matching process or lawful waitlist. Publish the same application, expiration, and appeal path for everyone.
A property manager can maintain the register, collect permissions, track expirations, and answer routine questions so volunteers govern the policy rather than administer every vehicle.
A short answer for residents
“We understand that your household needs an additional vehicle. Please give management your unit number and vehicle information. We can explain whether there is an available lawful space, a waitlist, or an owner who has offered temporary use of an unused assigned space. Any use of another space requires written permission and approval under our documents. Guest parking remains available for guests. If there is no on-site option, we can share information about off-site parking.”
Adapt this language to the association’s actual declaration, rules, parking map, and management arrangement.

Board Synergy recommended practice
Keep temporary parking permissions current
Use a space register grounded in the declaration, assignments, and approved plan. For any lawful temporary arrangement, record the space, authorizing parties, vehicle, term, withdrawal conditions, and manager contact.
Verify the right to offer the space before placing it on a matching list.
Track expiration and changes of ownership or occupancy.
Apply lawful waitlist criteria consistently.
Review disability-related requests through the appropriate process.
A gate barcode, electric-vehicle charger, or informal neighbor agreement does not independently create a parking entitlement. Obtain counsel’s review of proposed fees, transfers, and enforcement.
