Start with three decisions
Board Synergy recommended practiceGive the board a manageable system: a calendar, clear assignments, and a reliable place to find the next procedure. The suggested setup below is an operating practice, not a new legal mandate.
Set the dates
Record your fiscal year, annual meeting, policy renewals, contract notice windows, and applicable filing and inspection deadlines.
Name the people
Assign a lead and board reviewer for each area. Confirm what the manager’s contract covers and who acts when the lead is unavailable.
Keep the evidence
Use one controlled action register. Mark work complete when the submission, approval, repair, or access change has been confirmed.

Before calling the kit ready
A calendar is useful when the dates are verified, the work has an accountable person, and the next board can find the records.
| Check | Evidence of readiness |
|---|---|
| Dates are grounded | Each obligation has its actual source, applicable date, notice lead time and a review date. Identify unknown deadlines for prompt verification rather than guessing. |
| Assignments are accepted | A named lead, backup and board reviewer understand the work. Contracted tasks match the signed scope, and decisions reserved to the board remain with the board. |
| Access works | Authorized people can reach the needed records and reporting systems. Recovery and handover arrangements are documented securely. |
| Open work is visible | Pending repairs, applications, records requests, claims, renewals and filings have a next action and responsible person. |
| Completion is demonstrated | The register identifies the submission receipt, decision record, delivery confirmation or work closeout needed before an item is marked complete. |
Suggested first review: choose the next few tasks that matter most, resolve who handles them and record any professional input needed. Do not postpone an urgent safety, claim-reporting or legal deadline while organizing the kit.
Use the action register for assignments and the deadline worksheet for timing. Keep one dated working version in an association-controlled location.
Know what makes an instruction binding
Keep the source beside the task. More than one source can apply to the same project.
| Source label | How to check it |
|---|---|
| Florida law | Identify the applicable statute or rule, exceptions, and deadline. |
| Governing-document requirement | Cite your association’s actual declaration, bylaws, articles, or amendment provision. |
| UCO procedure | Follow UCO’s current form and submission instructions; do not relabel them as statewide law. |
| Contractual duty | Read the signed management agreement, vendor contract, or insurance policy. |
| Board Synergy recommended practice | A suggested workflow or control, subject to appropriate association authorization. |
Federal requirements, including tax filings and 55+ verification, should be identified by their federal source separately. The handbook’s deadline register makes that distinction.
Annual calendar: a practical starting rhythm
Board Synergy recommended practiceThis is a suggested January–December planning schedule. Move budget and financial-report work for a different fiscal year. Elections, education, insurance, inspections, and contract notices follow their own actual dates; the month headings below are not legal deadlines.
| Month | Recommended focus | Resource |
|---|---|---|
| January | Confirm the year’s dates and assignments; open year-end accounting and tax work. | Financial procedure |
| February | Check notice preferences, owner records, emergency contacts, and open corrections. | Records checklist |
| March | Review first-quarter finances and actions; confirm financial-report progress. | Financial procedure |
| April | Verify Sunbiz completion and the tax preparer’s actual filing/payment deadline. | Sunbiz verification · Deadline register |
| May | Refresh storm readiness, emergency dispatch, vendor contacts, and record backups. | Emergency procedure |
| June | Review second-quarter actions, inspection findings, and outstanding repairs. | Maintenance responsibility |
| July | Review service performance, contract notice windows, and insurance preparation. | Insurance guide |
| August | Gather next-year service estimates, reserve information, and project recommendations. | Budget preparation |
| September | Review third-quarter finances; prepare the next-year draft budget. | Budget procedure |
| October | Schedule the budget process with required notice lead times and reserve review. | Budget timing |
| November | Complete the timely budget process; confirm renewals and next-year commitments. | Budget completion |
| December | Review fourth-quarter actions, year-end records, and the next election schedule. | Transition checklist |
Florida law
For residential condominium associations with more than 10 units, §718.112(2)(c) requires a board meeting at least once each quarter and owner-question opportunities on agendas at least four times per year. Do not assume a no-quorum gathering satisfies that requirement.

Responsibility chart: assign the work, preserve oversight
Board Synergy recommended practiceThese are suggested role assignments. Insert actual names and a backup in your controlled working copy. A role title does not grant signing, spending, voting, or alteration authority. The board retains its responsibilities when work is delegated.

Governing-document requirement
Confirm officer roles, delegated powers, and approval requirements against your actual governing provisions.
Contractual duty
Confirm the manager’s and other providers’ actual scope, reporting, response, and authorization terms. Do not assign a contracted service by assumption.

Forms and worksheets you can use now
UCO procedure
Get current Delegate, Officer & CERT, management-company update, occupancy, application, and other community forms from UCO’s official forms page. Follow each form’s own signing, seal, attachment, and delivery instructions.
Board Synergy recommended practice
Use the handbook’s blank forms for internal tracking: contact/access handover, decisions and actions, deadlines, records-request control, work/alteration review, and claim intake. These worksheets do not replace official filings, statutory checklists, legal notices, or approvals.
Make the kit part of the board’s routine
Board Synergy recommended practice- At setup: assign the calendar custodian, fill in the chart, and verify current official deadlines and contract dates.
- At each review: ask what is due next, who owns it, what is blocked, and what proof will show completion.
- When a task is blocked: record what is missing, who can resolve it and the next follow-up date. Keep the actual deadline visible; do not silently move it to the next meeting.
- After a change: update contacts, permissions, authority, and pending tasks; confirm the handover works.
- At least annually: review the kit after changes in law, documents, insurance, management, or systems. Keep a dated working version.
Clear dates. Clear roles. Reliable follow-through.
