A starting point, then a working system
Use this page to identify what needs attention. Assign work with the board and manager, open the relevant guide, and record completion in the association’s controlled records system. You do not need to read the entire collection before taking the next useful step.
Plan and assign
The Board Operations Starter Kit connects an annual calendar, responsibility chart, and core resources.
Carry out and document
The Board Operations Handbook connects ten procedures to official forms, printable worksheets, and a deadline register.
Learn the role
Use Board Member Roles, Fiduciary Duty, and Conflicts of Interest. Explore the proposed Board Leadership Academy and its lesson materials for deeper study.
Navigate community services
The Explaining UCO directory and UCO Resources for Boards help identify the relevant service, form, or contact route.
Suggested sequence: confirm urgent matters and access first; review records, finances, and open commitments next; then agree on a short improvement plan. These are planning suggestions, not new legal deadlines.
Read the label before acting
Every checklist action below carries a source label. Some situations involve more than one source; separate the legal obligation from the recommended way to carry it out. A training outline identifies topics to investigate—it does not make every statement a universal legal requirement.
| Label | What it means |
|---|---|
| Florida law | A duty arising under applicable Florida law. Confirm applicability, exceptions, and current deadlines using the cited official resource or linked article. |
| Governing-document requirement | A requirement found in your association’s recorded declaration, articles, bylaws, or amendments. This label does not assert that every association has identical provisions. |
| UCO procedure | UCO’s administrative instructions for its forms and community processes. Confirm the current procedure; it is not automatically a state-law obligation. |
| Contractual duty | An obligation arising from an applicable signed agreement or insurance policy. The actual terms control. |
| Board Synergy recommended practice | A suggested way to organize work, reduce risk, and document follow-through. It is not itself a legal mandate. |
Where a linked topic involves federal requirements, such as 55+ age verification, its federal source must be identified separately; “Florida law” is not a catch-all label for all rules.
Start here after an election or appointment
Suggested onboarding order, not a substitute for an applicable deadline. Address an urgent safety issue, legal demand, or expiring policy immediately.
- Board Synergy recommended practice
Create one controlled handover folder. Assign a coordinator and reviewer; collect current documents, contacts, open actions, approvals, and filing confirmations. Keep passwords and security details in approved secure storage. Record the owner of each task and how completion will be confirmed.
- Governing-document requirement
Confirm roles and authority. Check your actual provisions for officer selection, delegated authority, spending, signatures, vacancies, and approval procedures. Record the relevant clause before relying on a claimed requirement.
Board leadership resources → · Find and organize the controlling documents - UCO procedure
Update UCO representation. Use the current Delegate, Officer & CERT Contact Form after the annual meeting and changes to delegates or officers. UCO requires a printed, association-sealed form delivered in person by a board member.
After an election or appointment checklist → - Board Synergy recommended practice
Complete the contacts and access handover. Update management and professional contacts, account administrators, banking permissions, recovery arrangements, and emergency backups. Confirm new access works and remove obsolete privileges without deleting records.
Contacts and authorized-access checklist → - Board Synergy recommended practice
Introduce the board to its quadrant VP. Ask UCO to confirm your current assignment and preferred contact route. Use the VP for orientation and routing; keep legal interpretation and association decisions with the appropriate professionals and authorized board.

Build reliable routine operations
- Florida law
Check director education and meeting obligations. Review the applicable certification, continuing-education, notice, participation, and meeting requirements under §718.112. A training-outline statement is not a substitute for the statutory conditions. Do not assume a gathering without a quorum satisfies a required board meeting.

Put filing and compliance work on one calendar. Confirm DBPR account access, current association information, required submissions, and change updates using the official instructions. Also review Sunbiz, budgets, reserves, insurance renewals, and other applicable deadlines with the manager. Completing one filing does not complete the others.
DBPR setup, reporting, and handover guide → · Check the association’s Sunbiz record - Florida law
Maintain required association records and handle access properly. Use §718.111(12) to check retention, inspection, and protected-information requirements. Distinguish required records from optional publications.
Owner roster, resident, emergency, and age-verification records → · Official records inspection process - Board Synergy recommended practice
Assign a custodian for each record category. Review ownership, actual occupants, emergency contacts, and age-verification evidence separately. Track changes and verification dates; do not use one interchangeable contact list for all four purposes.
Records-maintenance checklist → - UCO procedure
Keep the corporate seal on association property. UCO’s training outline and published operations guidance give this custody instruction. Separately check whether your association has an adopted policy or governing-document provision; do not present it as a statewide storage law.
Seal custody and authorized use → - Board Synergy recommended practice
Review the financial picture with the manager and treasurer. Ask for the latest financial statements, adopted budget, cash and reserve balances, receivables summary, renewal dates, and open financial questions. Confirm who prepares, reviews, and authorizes payments; keep private account details out of public copies.
Finances and reserves → · Financial controls - Board Synergy recommended practice
Carry forward open work. Review recent minutes, active contracts, pending projects, inspections, unresolved maintenance, insurance matters, and commitments with the responsible person. Record the next action and any professional-review point before changing direction.
Management review tools → · Decision and action log
Use the right process when an issue arises
- UCO procedure
Use the correct occupancy paperwork and submission route. Follow current UCO instructions for applications, investigation, and approval documentation. UCO means Certificate of Approval by COA; WPRF resident ID and access arrangements are separate steps.
Linked occupancy process overview → · Process tracking checklist - Governing-document requirement
Check responsibility before assigning work or approving alterations. Locate the actual boundary, maintenance, expense, and alteration provisions, with amendments and applicable law. Exclusive use alone does not settle who maintains, who pays, or who may change an area.
Practical common-element examples → - Contractual duty
Follow the management and vendor agreements. Identify contracted services, authorized instructions, emergency dispatch arrangements, approval limits, reporting, and renewal or termination terms. Do not presume the manager’s scope or a vendor’s obligations.
Management and vendor resources → · Clarify the board–manager division of work - Contractual duty
Follow insurance reporting and cooperation requirements. Check the policy’s definitions, reporting method, recipients, deadlines, defense arrangements, and consent requirements when a potential claim or demand arrives.
Practical claim-response guide → - Board Synergy recommended practice
Act promptly on a potential claim or legal demand. Log receipt and response dates, contact the agent/carrier through the required channels, preserve relevant records, and involve association counsel. Do not wait for the next routine meeting to identify deadlines.

Five priority procedures: existing guidance and next work
The first four topics already have supporting guidance in this collection, and the Operations Handbook now supplies a reusable procedure and worksheet framework. The next development step is to turn that guidance into association-specific, source-labeled working procedures. The order below follows the proposed priority sequence.
1. After the Election: Update Your Association’s Contacts and Access
Existing checklist available
Open the election / appointment checklist.
Still to develop: an association-specific contact and access register, assigned task owners, provider-specific authorizations, and a completed-update log. Label each filing, UCO submission, contract requirement, and recommended control separately.
2. Working With Your UCO Quadrant Vice-President
Orientation article available
Still to develop: a confirmed current assignment/contact entry and an agreed inquiry and follow-up route. Label UCO’s actual process separately from Board Synergy’s suggested communication practices. A VP’s assistance does not transfer board authority or provide legal advice.
3. DBPR Online Account and Association Information
Setup, reporting, and transition guide available
Still to develop: the association’s authorized-user record, submission calendar, reviewer, and recovery/relinking plan. Identify the underlying reporting obligation and cite DBPR’s current implementation instructions; keep Board Synergy’s internal-control suggestions distinct.
4. When Your Association Receives a Claim or Legal Demand
Practical guide added to the insurance page
Open the claim-response guide.
Still to develop: a policy-specific reporting sheet with agent/carrier contacts, notice channels, response deadlines, counsel coordination, and record-preservation responsibility. Policy reporting is a contractual duty; court or statutory deadlines require separate legal review. The recommended tracking workflow is not itself a policy term.
5. Understanding the Asset Recovery Program
Orientation available · current operating terms still needed
Open the Asset Recovery orientation and inquiry checklist.
Still to develop: obtain current written terms from WPRF/current administrator: availability, eligibility, referral route, participant roles, expenses, proceeds, approvals, reporting, and exit. Then have association counsel review the proposed agreement before preparing a participation procedure. Historical terms are not a current offer; no present recovery or funding commitment is assumed.
Board Synergy recommended practice
For each procedure, record its responsible person, authority/source, current version, required approvals, completion evidence, and next review date. Treat the gaps above as development tasks, not newly imposed obligations.
Show what is complete—and what still needs attention
Board Synergy recommended practice
The boxes on this page are print markers, not a saved online checklist. Keep your working log in the association’s approved records system. A topic is not complete simply because someone read its article.
| For each task, record | What makes the entry useful |
|---|---|
| Action and authority | Describe the required result and identify the law, document clause, UCO instruction, contract term, or recommended practice behind it. |
| Lead, reviewer, and actual deadline | Name who carries out the work, who checks it, and the verified date. Add an earlier preparation target where helpful. |
| Status and evidence | Use pending, in progress, waiting on another party, or complete. Link to the filing acknowledgment, signed form, board decision, access test, or other appropriate record. |
| Unresolved issue and next review | Identify the question, responsible contact, next follow-up date, and any approval or professional advice still needed. |
Use the handbook’s contact/access worksheet, decision/action log, and deadline register. Keep passwords, recovery codes, private resident information, and privileged material out of a general task list.
Know where to ask
UCO: 561-683-9189 · Official forms and resources. Start here for UCO forms, representation, investigations/COAs, and routing to the current quadrant VP.
WPRF: 561-640-3120. Ask the appropriate office about recreation IDs and the current Asset Recovery Program contact.
Association manager and attorney: use the manager for contracted operations and coordination; use association counsel for document interpretation, demands, disputes, and proposed legal commitments. Call 911 for an immediate emergency.
